We are seeking a hands-on Program Manager to manage end-to-end delivery across multiple technology and business projects and to own Jira execution, governance, and reporting across the organization.
This role is for someone who can run delivery with strong structure and stakeholder alignment, and who is highly capable in Jira (advanced JQL, dashboards, automation, reporting). Fintech domain knowledge is important, especially in cryptocurrency exchange, forex trading, stablecoins, and blockchain. You must also be strong in documentation and delivery processes, including RFPs, BRDs, and FRDs.
Key Responsibilities
Program & Project Delivery (End-to-End)
- Manage a portfolio of projects from initiation to delivery: scope, milestones, dependencies, risks, resources, and outcomes.
- Build and maintain program plans, delivery timelines, RAID logs, and release calendars.
- Drive execution through strong operating cadence: planning sessions, weekly reviews, stakeholder updates, release readiness, and post-release learnings.
- Ensure clear requirements, acceptance criteria, prioritization, and delivery predictability across teams.
- Coordinate cross-functional teams: Engineering, Product, Operations, Compliance, Risk, and Business stakeholders.
Requirements, Documentation, & Process (RFP/BRD/FRD)
- Lead or support RFP creation and responses: scope definition, vendor coordination, evaluation criteria, and commercial/technical alignment.
- Produce and manage high-quality documentation: BRD, FRD, user stories, process flows, acceptance criteria, and release notes.
- Establish and maintain delivery processes: intake, prioritization, change control, stakeholder sign-off, and traceability from requirements to release.
- Ensure documentation meets internal governance and (where applicable) regulatory/compliance expectations.
Jira Ownership (Organization-Wide)
- Own Jira setup and governance: project structures, workflows, boards, issue types, fields, permissions, and standards.
- Ensure strong Jira discipline: backlog hygiene, consistent status usage, linking, components, epics/stories/bugs structure, and traceability.
- Create and manage executive and team dashboards for portfolio visibility, delivery performance, and blockers.
- Build and maintain custom filters and advanced JQL to support reporting, SLAs, and operational tracking.
- Implement Jira automations to improve team adoption and quality of tracking.
Metrics & Reporting (Delivery + Reliability)
- Define, calculate, and operationalize DORA metrics (Deployment Frequency, Lead Time for Changes, Change Failure Rate, Time to Restore Service).
- Track and report MTTR and other reliability/delivery KPIs; convert data into actions that improve throughput and predictability.
- Produce weekly/monthly leadership reports: progress vs. plan, risks, dependency status, delivery health, bottlenecks, and capacity.
- Drive continuous improvement using metrics, retrospectives, and root-cause analysis.
Domain Collaboration (Fintech/Crypto/Trading)
- Apply strong domain understanding to delivery planning and risk management in fast-moving fintech environments.
- Support delivery considerations related to regulatory/compliance needs where required (e.g., audit readiness, controls, documentation).
Qualifications & Requirements
- 10+ years of experience in Program Management/Delivery Management/Technical Project Management in software/product environments.
- Strong experience in documentation and structured delivery processes, including RFP, BRD, FRD, and requirements traceability.
- Strong hands-on expertise in Jira (admin-level or power-user level), including workflows, dashboards, and governance.
- Proven ability to write advanced JQL and build meaningful reports/dashboards for leadership and teams.
- Experience calculating and reporting DORA metrics and MTTR, and using them to drive improvements.
- Strong stakeholder management and communication skills; ability to align technical and business teams.
- Solid understanding of Agile delivery (Scrum/Kanban) and practical execution management.
Preferences
- Fintech domain experience in one or more: crypto exchange, forex trading, stablecoins, blockchain, payments, trading systems, risk platforms.
- Experience integrating Jira with Confluence/Slack/CI-CD/incident tools and building end-to-end reporting.
- Experience building program governance: intake, prioritization, quarterly planning, and release management.
